BREAKING NEWS: City Hall Employee Arrested by DEA; New Rochelle Computer Systems Compromised by Latin Kings Street Gang

City employees have been advised to change their passwords following the arrest of an employee in the Information Technology department at City Hall by the U.S. Drug Enforcement Agency. The employee is allegedly a member of the notorious Latin Kings street gang, known to operate in New Rochelle.

Sources tell Talk of the Sound, the employee had administrative-level access to computers in City Hall, the New Rochelle Police Department and other City agencies. This would have, in turn, given the employee access to information on confidential informants, pending anti-Gang and anti-drg initiatives, on-going undercover and surveillance operations and much more.

The Latin Kings are considered the largest and most organized Hispanic street gang in the United States. Originally formed in Chicago in the 1940's. The Latin Kings expanded into the New York area in the 1980's.

UPDATE: the guy arrested is Jason Martinez. He allegedly tried to sell ecstasy to an undercover cop working for the D.A. According to the Journal News, Martinez was arrested two weeks ago.

Associated Press Offers Primer on How Real Estate Development Corruption Works

The Associated Press has an excellent article on the New Jersey corruption cases recently brought by the U.S. Attorney's office in Northern Jersey which serves as a useful primer on how political corruption and real estate development work.

As the AP notes:

The criminal complaints paint a picture of building and zoning departments where influence, connections and payoffs determine who gets a prompt hearing and a smooth approval process on their applications and who is left at the mercy of a process so seemingly dysfunctional that developers sometimes budget for bribes.

1. Start with a "development boom".

2. Offer tax abatements to favored developers even when no longer necessary to induce investment.

3. Find elected officials who will ask few questions about the site, especially regarding public safety issues.

4. Be able to offer access to confidential information, alerts to pending government action concerning the property, assistant to facilitate needed zoning change, environmental paperwork and any other resistance within the law and within government bureaucracy.

5. Bring in developers willing to "invest" in elected officials.

In New Jersey, developers came to run local government at every level. Is there any reason to think New Rochelle is different?

The information you are requesting leaves no room for redirection or obfuscation should that information be released to the public. Sad but true , I wouldn't hold your breath while waiting for those answers .

Regarding the statement about the 2 million dollar surplus . Just what are we to imply about that ? Are the residents of Avalon secretly paying the costs of their children's education out of pocket ? If we convert all of the housing in NR to senior housing wouldn't we eliminate all "costs associated with the children's education" ? Why , we could actually get rid of the whole school system and cut our taxes by 70 % (assuming seniors won't have any more school age kids). Every family in New Rochelle is providing a revenue surplus by not having another child . Such a deal !

Isn't it ridiculous ? Besides , the 2 mill dollar surplus fantasy is more than offset by the huge Tax abatement given to these sites , meaning we are actually getting nothing in revenue from the properties ? Approaching a BILLION dollars in development (Avalon 1&2 , Trump , New Roc) and the city is struggling . Revenues basically the same as pre development and this was true before the economic downturn .

Noth Avenue Rezoning to be Presented, August 11

On Tuesday August 11 the City Council will be presented with the report for the North Avenue Rezoning.

Here are some facts identified by residents that need to be addressed:

The Consultant's proposal is to rezone all of North Avenue from Burling Lane to Eastchester Road to a new mixed use zoning category (North Avenue-NA) permitting a reasonable height of 4 floors but a maximum Floor Area Ratio of 3.0. Compare this 3.0 to the Neighborhood Business zoning which allows a FAR of only 0.5. The proposed "as of right" FAR would increase six times! Even the Downtown Business district (DB) does NOT allow a Floor Area Ratio greater than 2.0 without Council's review of the project and its approval. In the Downtown Business District along Main Street and most other downtown streets there is a FAR of 4.0, but public benefits,must be provided such as providing publicly accessible open space, achieving a LEED environmental certification, historic preservation or historic renovation, outstanding architecture, etc.

It never ceases to amaze me how a simple idea can grow to affect so many people . That's not to say it's been easy . Thanks to Bob Cox and the others who shed light on the issues and showcase the positive side of New Rochelle . The level of involvement from the "local citizen" is something all New Rochelle citizens can be proud of . Anyone can criticize , but along the way there has been some very good ideas put out for all to consider and act upon . The quality of life can only improve with this kind of involvement. So , hats off to all those contributors (too many to name , but you know who you are) good and bad , who's common interest IS New Rochelle . Most of all , thanks Bob !

Having been together for 20 years starting in bands Streelife, Whirlwind and lastly "Deuces Wild" we have now gone back to our musical roots playing and singing acoustically and writing once again. We shall be known as "Deuces Child" (a bit of whimsical wordplay from our not so distant past). We are performing in the metro NY area and points elsewhere in coffee houses and any other venue that strikes our fancy! With the completion of our 12th original song - "Without A Net" I guess it's time to become legit and get into the studio.

In reading a little dity from the website www.donteatpoop.com , apparently Aramark and the Eastchester Schools have shared an "experience". The food service vendor of choice for the New Rochelle School System seems to have been fined $3,450.00 for "serious and minor violations ". The violations occured between Dec . 18th and May 22nd , 2008 . I guess the nearly half million dollar settlement from New Rochelle BdofEd will help ease the pain .
