June 29, 2011 - 20:54

ChuckPresser1New Rochelle City Manager Charles B. Strome, III today offered a full-throated defense of Finance Commissioner Howard Ratner and the City's Independent Auditor, Bennett Kielson Storch DeSantis, a division of O'Connor. Davies Munn & Dobbins.

Strome, reading from a prepared statement moments after a press conference held by City Council Members calling for a criminal referral to the U.S. Attorney, stated "the District Attorney has advised us that the investigation of this matter is closed and that no other City employees are suspected of misconduct."

The Westchester County District Attorney's office flatly contradicted Strome's characterization of the status of the investigation as "closed" or that no other employees are "suspected of misconduct". The Westchester County District Attorney indicated the case is being treated as a pending criminal matter so that the investigation is not closed nor have any definitive conclusions been reached about any particular individual including Fevang.

How Municipal Corruption Works in New Rochelle: A Case Study from the New Rochelle Board of Education's Painter-Working Foreman Position

June 28, 2011 - 20:24

StromeProcopioOrganisciakBramsonThe primary route through which municipal corruption exists in New Rochelle is the Municipal Civil Service Commission ("CSC") of the City of New Rochelle. The CSC sits in an entirely unique position, the only entity in New Rochelle that has a formal governmental function for both the City of New Rochelle and the City School District of New Rochelle. Anyone hired for any civil service position within the borders of the City of New Rochelle must go through the CSC. As a result, it is the Commissioner of the CSC alone who straddles both spheres of our local government. The local CSC is theoretically accountable to the City Manager, the Mayor of New Rochelle and the Superintendent of Schools, as well as, the New York State Civil Service Commission. In practice, due to a complete lack of oversight, transparency and accountability, the CSC has operated independently, led by its Chairman, Domenic Procopio

Fevang(WHITE PLAINS, NY) -- Former New Rochelle DPW Fleet Manager Richard Fevang was led away in handcuffs by Westchester County police officers after Judge Albert Lorenzo unsealed a 66 Count Grand Jury indictment against Fevang. As the indictment was unsealed, Fevang stood before Judge Lorenzo, head slightly bowed, his hands together in front of him, his suit jacket draped over the handcuffs secured to each wrist.

The indictment ends an investigation that began after allegations against Fevang were first published on Talk of the Sound in 2009. New Rochelle City Council Member Louis Trangucci played a critical role in advancing the investigation when he delivered boxes of DPW invoices to Assistant District Attorney Brian Conway Deputy Chief of the Public Integrity Bureaus in early 2010. Conway was on hand as the indictment was unsealed. Assistant District Attorney Shara Abraham of the Investigations Division is working with Conway in prosecuting the case.

The Church had no money for this restoration which will cost about $970,000 but received a loan from the Archdiocese of New York and Bishop Dolan. Anyone wishing to donate can call their rectory at 632-3700 or mail to the rectory at 15 Shea Place, New Rochelle, NY 10801.
