This is the City of New Rochelle with an important reminder regarding garbage and recycling collection for tomorrow and Friday. Due to snow removal operations, your collection day has changed.
Tomorrow, Thursday, December 30, South End Garbage and Paper Recycling will be collected. On Friday, December 31, North End Garbage and Paper Recycling will be collected. We will return to a normal collection schedule next week. Thank you for your cooperation.

County Executive expresses disappointment in “spending spree” at taxpayer expense
County Executive Robert P. Astorino today slammed the Democratic-majority of the Board of Legislators for overriding hundreds of budget vetoes, thereby adopting a 2011 budget filled with runaway spending and speculative revenues.
“The Democrats on the board went on a spending spree this month,” Astorino said, “Next month the bills will start coming in. The Democrats have decided to put the bill on the taxpayer’s credit card. But make no mistake. The bill has to be paid and it can’t be paid with phony revenues. This budget by the Democrats is government by gimmicks.”
Astorino in November had proposed a spending plan for next year that cut the county levy by 1 percent, protected the county’s most needy, continued all essential services and protected the county’s three AAA bond ratings.

Cleanup from Sunday’s blizzard will continue throughout the week. Residents can report specific problems and concerns directly to the Department of Public Works Snow Emergency Hotline at 235-4029.

Parking regulations are suspended relative to street sweeping operations during the winter months from January 1 to March 31, 2010.
However, parking regulations exist throughout the City for reasons other than to accommodate street sweeping. Please carefully review the posted parking restrictions against the list as non-street sweeping related parking regulations will be enforced.

In the December 30, 2010 issue of the Westchester Guardian
According to New Rochelle City Manager Chuck Strome) the accomplishments of the BID (Business Improvement District) are the Facade Program and efforts to fill two stores on Main Street. Strome, a member of the BID, on WVOX (12/14/10) cited Consignment on Main and the moving of another store recently displaced by a proposed CVS to the former Palace store on Main Street. When Commissioner of Finance, Howard Rattner, another member of the BID, was asked about New Rochelle's financing of the BID, he stated $436,000 tax levy is collected by the City and is remitted back to the BID. Also, the City contributed $115,000 for the downtown cleaning program. While the City Council continues to delay a second vote on the BID initiated charges for charging for night time parking in city lots, their faith in Ralph DiBart, the BID Executive Director, remains undiminished. When the 2011 City budget was approved, it included $52,000 for DiBart. The $52,000 is now paid directly from the City budget because this expense is no longer eligible from a Community Block grant.

Talk of the Sound is giving the City an "A-". They would get an A but we always want to leave room for improvement.
One area that raised questions and suggests remove for improvement was in the declaration of a snow emergency and the decision not to enforce parking requirements on snow emergency streets. Talk of the Sound asked City Manager Chuck Strome about this earlier today.
For starters, Strome recognized that not everyone has been happy with the clean up effort.
"I know people are frustrated we didn't get to their streets", said Strome. "We had some equipment break down, and the guys have to go home and sleep at some point".
Compounding the difficulties has been the need to do garbage pick up -- already behind due the Christmas holiday garbage pick up schedule.

Governor David A. Paterson said, “This law will work to safeguard the emergency personnel who protect us day and night as we travel. The 'Ambrose-Searles Act' is a common sense approach that will work to prevent avoidable collisions with emergency personnel, and I was pleased to sign it into law last summer.”
