The Westchester County Board of Legislators will hold a public hearing on a bill to allow county employees to join in the New York State Early Retirement Incentive Program on Monday June 14th otherwise known as the "Double Dipping" Program.
The intent of this bill to allow retiring county employees to double dip (i.e., to get the benefits of both the county voluntary separation plan and the New York State early retirement plan). With the State of New York teetering on the brink of insolvency, it sounds like the County Board of Legislators has come up with a great way to push New York over the edge and into the abyss.
Taxpayer groups and good government advocates will want to be on hand to watch as the pigs line up at the trough.

An entity controlled by Louis Capelli made an unauthorized $700,000 loan to itself, according to Capelli's partner in the New Roc Entertainment Retail Center. As a result of the unauthorized loan, the investor, Entertainment Properties Trust (EPT), terminated the management agreement with the Capelli entity and seized all bank accounts related to the project. EPT subsequently installed CB Richard Ellis as the day to day manager of the property.

Capelli is a partner with Entertainment Properties Trust in New Roc City and, through an affiliate, was also the property manager. EPT began legal action against various Capelli legal entities in 1Q10, including New Roc City in New Rochelle, City Center in White Plains and the Concord Resort in upstate New York.Read more
The New Rochelle City Council made a surprise move this afternoon going into immediate Executive Session with Louis Capelli and representatives of Capelli Enterprises "as a matter of real estate". What makes the move so unusual is that neither Louis Capelli or Capelli Enterprisesown or control any real estate owned by the City of New Rochelle, raising serious questions as to whether the meeting is legal under the New York State Open Meeting Law.
§105. Conduct of executive sessions.
1. Upon a majority vote of its total membership, taken in an open meeting pursuant to a motion identifying the general area or areas of the subject or subjects to be considered, a public body may conduct an executive session for the below enumerated purposes only, provided, however, that no action by formal vote shall be taken to appropriate public moneys:
a. matters which will imperil the public safety if disclosed;
b. any matter which may disclose the identity of a law enforcement agent or informer;
Assemblywoman Amy Paulin (Scarsdale, Eastchester, Tuckahoe, Bronxville, Pelham, Pelham Manor, and parts of New Rochelle and White Plains) introduced legislation against telemarketers that "spoof," or alter the number that appears on a person's Caller ID. The proposal has passed the Assembly and will now move on to the state senate.
Her communications director sent out a press release, which reads as follows:
Assemblywoman Amy Paulin’s legislation to ban telephone ‘spoofing’ has passed the Assembly. The legislation (A9390) would outlaw ‘spoofing,’ a practice where telemarketers and others seek to mask their true identity by altering the number that appears on a person’s Caller ID.
The ban will protect residents from deception, harassment and possible fraud over the phone lines.
Some telemarketing firms have used ‘spoofing’ to get users to pick up the phone, because the call seems to be a personal call from a local area code, rather than an 800 number.
In one of the races that will determine whether or not the GOP retakes control of the New York State Senate this November, Scarsdale resident Bob Cohen, 55, has been chosen by the GOP to challenge 25 year Democratic veteran State Senator Suzi Oppenheimer to represent the 37th district. On Monday May 3rd, the Westchester County Republican Committee nominated Cohen to take on 25-year veteran Suzi Oppenheimer. A primary for the GOP nomination appears unlikely.
Another contributor previously wrote about campaign contributions. They provided a link to the state campaign lists . It makes for interesting reading . You can see why there wasn't any action on Procopio , the procopio family consistently donates to the campaign of the mayor . I couldn't find Capelli or Apicella but I'm sure there's a link somewhere . Most disturbing is the $5,000 rom Forest Citys Ratner family for the mayorial campaign . A family from Cleveland decides to support a mayorial candidate only to later come before the mayor as a developer . Remember , the city had to pick Forest City from a list of 6 developers who submitted concepts . So , long before the selection process began , the Forest City group was positioning themselves with pre selection discussions with Noam Bramson . Why else would a family from Cleveland find it in their hearts to support New Rochelle ? The whole thing stinks backroom dealings.

Regarding the statement about the 2 million dollar surplus . Just what are we to imply about that ? Are the residents of Avalon secretly paying the costs of their children's education out of pocket ? If we convert all of the housing in NR to senior housing wouldn't we eliminate all "costs associated with the children's education" ? Why , we could actually get rid of the whole school system and cut our taxes by 70 % (assuming seniors won't have any more school age kids). Every family in New Rochelle is providing a revenue surplus by not having another child . Such a deal !
Isn't it ridiculous ? Besides , the 2 mill dollar surplus fantasy is more than offset by the huge Tax abatement given to these sites , meaning we are actually getting nothing in revenue from the properties ? Approaching a BILLION dollars in development (Avalon 1&2 , Trump , New Roc) and the city is struggling . Is it possible to have the perspective needed if you haven't raised a child yourself , afterall , there's no substitute for experience . Then how in the world does Martian Daly wind up as the president of the PTA ? Doesn't that seem odd ? What does he do , call his mother for advice ?
