Dozens Arrested in Early Morning Drug Dealer Raids by New Rochelle Police

NEW ROCHELLE, NY -- New Rochelle police began raiding homes and apartments throughout New Rochelle, making dozens of arrests of suspected drug dealers. The raids began shortly after 5 a.m. on Wednesday and are expected to continue throughout the day. Talk of the Sound was on hand for many of them.

Operation "City Sweeper 2" was a seven month long operation conducted by the New Rochelle Police Department’s Special Investigation Unit. Drugs purchased during sting operations included primarily crack cocaine and heroin but also marijuana, hydrocodone, PCP, morphine and fentanyl.

There were raids on locations in New Rochelle included 33 Hickory Street, 64 Lincoln Avenue, 400 Webster Avenue, 50 Sickles Avenue, Fifth Avenue, Pelham Road, 110 Chauncey Avenue, 149 Sickles Avenue, Madeline Avenue, Allard Avenue/Main Street, Winthrop Avenue, 55 May Street. Other locations outside of New Rochelle include Town of Mamaroneck, the Bronx, and Town of Pelham.

According to the New Rochelle Police, the operation identified 64 individuals and secured arrest warrants for all of these individuals on charges ranging from Criminal Possession of a controlled Substance 7th Degree to Criminal Sale of a Controlled Substance 3rd Degree, a Class B Felony. Many of the individuals arrested have been and are being arrested on multiple counts and charges.

52 of the 64 suspects arrested were charged with Criminal Sale of a Controlled Substance (CSCS) - 3rd, a felony. Those with a prior felony conviction may be sentenced to up to 12 years in prison; for those without a prior felony conviction the maximum sentence is 9 years.

50 suspects were in custody as of Wednesday morning; police continue to search for the remaining 14 suspects.

Similar raids took place in White Plains two weeks ago resulting in 33 arrests bringing the total to 83 arrests with more expected.

City spokesperson Kathy Gilwit said New Rochelle police were assisted by investigators from the White Plains Police Department, Westchester County Police, the Westchester District Attorney's Office, the Federal Bureau of Investigation and the federal Drug Enforcement Administration.

There were several notable arrests:

School Teacher

Nancy Moreno was arrested in 2012 after she allegedly assaulted a woman with a closet rod, she is a Teaching Assistant at Isaac E. Young Middle School and arrested in Operation City Sweeper II in 2014.

Football Coach

Michael Shelton is an assistant football coach for the New Rochelle Mitey-Mites. The team is set to leave on Friday December 5th to play in the National Pop Warner Football Tournament in Florida. Joe Fosina said Shelton's status with the team is yet to be resolved but will be resolved soon. Walter Vanderberg, also a coach on the team, was arrested in 2011 after a car collision with a woman in a wheelchair.

Former Kitchen Worker at New Rochelle High School

Joshua "Buster" Lester was arrested in Operation City Sweeper I in 2011, hired by the New Rochelle School District in 2013 to work in the kitchen at New Rochelle High School, and arrested in Operation City Sweeper II in 2014.

Most Infamous Drug Dealer in New Rochelle

Eric Landrine, a known drug dealer, was wounded in a gunfight in the lobby of 361 Main Street in 2011 when he was shot by Marlon Scott whose sister is Crystal Scott (also arrested), the girlfriend of Joseph Sayegh (also arrested), ownner of Goffman's Deli. Just days earlier Landrine was beaten and stabbed with a screw driver near Goffman's Deli, located at 374 North Avenue, but refused to cooperate with police. In 2010, family members and neighbors of Eric Landrine marched on police headquarters claiming that police had used excessive force after Landrine fled when police tried to arrest him for allegedly possession crack cocaine. In 2005, Landrine's father was brutally assaulted by a Latin King Gang Member in the stairwell at 361 Main Street. Landrine (Sr.) was found by police lying in a pool of blood at the bottom of a flight of stairs.

Store Owner Related to Prominent Jordanian Family

Joseph Sayegh owns Goffman's Deli at 374 North Avenue, the location of a stabbing incident involving Eric Landrine, a known drug dealer. Sayegh was arrested today on 2 counts of Unlawful Possession of Marijuana and 2 counts of Criminal Sale Marijuana. Over the past two years, a source has made various allegations against Sayegh which, in light his arrest and the nature of his arrest appears now in my opinion to have merit. This source has previously alleged that Sayegh has for years sold out-of-state cigarette packs and "loosies". Talk of the Sound personally observed a "buy" arranged by this source and confirmed that Sayegh was selling cigarette packs stamped "Virginia". This same source claimed that Sayegh "now has his girlfriend Crystal selling marijuana out of his store". Crystal Scott was arrested today, at 374 North Ave, in her second floor apartment on 2 counts of Criminal Sale Marijuana and 2 counts of Unlawful Possession of Marijuana. In light of these arrests, our sources allegations would appear to have merit. Crystal Scott's brother is Marlon Scott. Sayegh at one point contacted Talk of the Sound to complain that New Rochelle Police had broken into Crystal's apartment, located above his store, for no good reason, while she was naked, and that he was contemplating a lawsuit against the City of New Rochelle. The police were reportedly looking for Marlon Scott who was considered armed and dangerous. A source with the City government confirmed that police raided Crystal Scott's apartment at least twice and that Marlon Scott was present on one occasion, fleeing out a window and escaping. Sayegh is further alleged by the same source to convert food stamps to cash at Goffman's Deli. Talk of the sound was able to independently verify this allegation. The same source alleges that Sayegh sells items stolen from Hope Community Kitchen and CVS at his store; in the case of CVS that people are given "shopping lists" of what to steal. This source produced a written statement making various other assertions involving Sayegh; one such statement was purportedly made by George Pulliam who was also arrested today on 4 counts of Criminal Sale of a Controlled Substance 3rd and 4 counts of Criminal Possession of a Controlled Substance 7th. Joseph Sayegh is a member of a large and well-known Yonkers family which includes Tony Sayegh, a Republican political consultant and Fox News Contributor, and Sandy Annabi, a former member of the Yonkers City Council who was convicted of taking bribes in relation to the Forest City development at Ridge Hill.

Former High School Basketball Star

Gariel Carrion was a standout basketball player at Cardinal Hayes, featured in a 2010 article in the New York Daily News, a team that played in the 2010 CHSAA “A” Intersectional championship game and lost, with Carrion's picture featured in the New York Post.

Wrong Number

Raymond Gilkes was not at home when police when to an apartment near Trinity School because, according to an occupant of that apartment, Gilkes not only did not live in that apartment but did not live anywhere in the entire building. Talk of the Sound removed the address from our site, information we published based on a list provided by NRPD even after police knew the address to be wrong. Neither the occupant, her family or neighbors were none to pleased to be awoken by a strong police presence knocking on doors at 5 a.m.

A Good Number of Suspects Are Well-Known to Talk of the Sound Readers

Andrew Rhett was previously arrested in 2011 on charges of second-degree criminal possession of a firearm and unlawfully fleeing from a police officer, reckless endangerment, a misdemeanor, and several vehicle and traffic violations, after Rhett and Willie Dawson were involved in a shooting at the Schlobohm Gardens Complex in Yonkers, NY. Rhett and Dawson were alleged to have tossed two guns out of their car, a 9 mm. handgun and .38 caliber revolver.

Trent Tucker and Nathaniel Keitt were previously arrested in 2013, police confiscated heroin, crack cocaine, Oxycontin and marijuana.

Richard Faulkner was previously arrested in White Plains in 2011 for attempting to bribe police officers with NFL football tickets to the a Baltimore Ravens against the San Francisco 49ers at M&T Bank Stadium in Baltimore. He was charged with a felony for attempting to bribe a police officer and was arrested with five other people for disorderly conduct after a large fight broke out.

Andre Mann was previously arrested in New Rochelle in 2012 after he fled his vehicle following a traffic stop. He was charged with various drug felonies and misdemeanors after he was alleged to have been in possession of 99 oxycodone pills, cocaine, marijuana.

Tangamieka Hardy was previously arrested in 2006 following a series of raids similar to Operations City Sweeper II -- a five month long investigation that has resulted in the arrest of thirteen individuals for Criminal Sale of a Controlled Substance in the Third Degree, a class “B” Felony, Criminal Sale of Marijuana in the Fourth Degree, a class “A” Misdemeanor and other drug-related charges.

Willie Rutherford was previously arrested in 2006 following a series of raids similar to Operations City Sweeper II -- a five month long investigation that has resulted in the arrest of thirteen individuals for Criminal Sale of a Controlled Substance in the Third Degree, a class “B” Felony, Criminal Sale of Marijuana in the Fourth Degree, a class “A” Misdemeanor and other drug-related charges.

Andrew Griffen was previously arrested in Mount Vernon in 2012 for criminal sale of a controlled substance.

Christopher Mabry was previously arrested and charged in New Rochelle with criminal possession of stolen property in 2010 after attempting to avoid police while carrying what turned out to be a stolen electric saw.

David Clark was previously arrested in Rye in 2013 after he allegedly stole a PT Cruiser. Clarke was suspected in connection with multiple burglaries in Rye and New Rochelle.

The last such series of drug arrests was Operation City Sweeper in November 2011, based on a 9 month investigation, when the New Rochelle Police Special Investigations Unit and NRPD officers worked with the While Plains Police Department, Westchester County Police Department, Westchester County District Attorney Office and the Westchester County DEA Task Force.

EDITOR'S NOTE: Talk of the Sound was covering the story from the moment the first arrests were made shortly after 5 a.m. Talk of the Sound was on scene for several of the arrests. We chose not to publish any information about the raids out of concern that this information might place jeopardize the safety of police officers. At about 7:15 am, News12 broadcast news of police activity in New Rochelle at which point we informed NRPD of our intent to run the story on Talk of the Sound and to break the news on Bob Marrone's morning radio show on WFAS 1230 AM during our normal spot at 7:35 a.m.

EDITOR'S NOTE 2:Talk of the Sound was banned from the NRPD Press Conference on orders of Police Commissioner Patrick Carroll. To wit, when I arrived for the press conference at 11 a.m. there was a police officer posted at police HQ who said that I was banned from all secured areas in the building. When I asked about going to the press conference he said that it was being held in a secured part of the building. I asked him if this was specific to me -- that I was banned from the press conference -- he said it was.
