GETTING RESULTS: New Rochelle School District Changes Purchasing Policies

NEW ROCHELLE, NY — Following a series of stories on the routine failure to follow basic procurement practices at the New Rochelle Board of Education, the District is now making changes.

In an internal memorandum obtained by Talk of the Sound, Maintenance Mechanics & Custodial Supervisors working for the City School District of New Rochelle have been put on notice concerning new procedures for emergency repairs. The memo reaffirms existing policy for routine ordering and purchase order discrepancies.

The memo, dated by April 15th, was sent by Director of Environmental Services John Gallagher, an Aramark consultant.

The memo closes by noting that it is illegal to make changes to vendor purchase orders.

The memo reads as follows:

For all emergency repairs contact John Gallagher or the Environmental Services office, do not call any outside vendors. If emergency occurs after normal work hours contact John Gallagher, leave a voice message if he does not pick up. If your voice message is not returned within fifteen minutes then contact James Purdie or Kyle Minichino. All repairs require an estimate to be entered in finance manager for repair, claim forms are no longer allowed for emergency repairs.

The procedure for ordering supplies has not changed, vendor quotes, requisitions or bid lists must be submitted to the Environmental Services office.

When a purchase order is received and there is a discrepancy with the order it needs to be handled by the Environmental Services office. If you receive a call from vendor regarding a purchase order discrepancy you must notify the Environmental Services office. Do not attempt to make changes to a purchase order to vendors this practice is illegal.
