Ken Lewis Letter to City Council on Echo Bay DEIS

Dear Council Members;

Firstly you will note that I did not send this email to either Noam Bramson nor Barry Fertel. Fertel is my Councilman in district 5 but in their case it is a fait accompli.

That said I believe strongly that whatever happens with the Echo Bay project or any development for that matter, the deal must work in favor of the taxpayer not the developer.

I am unable to understand why these deals cannot have these figures adjusted in real time from year to year where it pertains to students entering the schools system from the development.

If 20 school students, or 100 school students show up then we must find away to bill the developer for real numbers.

We all have a water, gas and electric meter we pay for what we use. The developer must pay for what they use.

To me this seems like a no brainer why must we understate the numbers just to create a profit for the developer.

The same should exist for overbilling any developer.

The numbers should reflect reality and thusly so should the payment.

As you also are tax payers and citizens of New Rochelle I ask you to ensure we do not allow another Avalon Scenario.
My memory of the back on forth on school numbers on that project is quite clear. The Mayor fought hard to carve in stone numbers that were well underestimated.

To continue Noam Bramson’s ruse to this community borders on corrupt or at a minimum points to the potential of dirty dealing.
I am not for this project in general as I believe timing precludes it working in the favor of New Rochelle but I am sure it will work in favor of Forest City as they will manipulate a great deal.

However I implore you if considering advancing this deal to do it only in a manner that makes the developer pay for what they consume.

Your obligation is to your constituents not to a specific Political Party and certainly your obligation is not to advance Noam Bramson’s faltering political ambitions over the back of our Citizenry.

I would like to add that no Council Member responded to my email which I consider not only rude but unprofessional. Its very easy to hit reply and say thank you for your thoughts.

The only time Noam's ever gotten back to me was in 2007 when called me to insult, berate and scold me for speaking out and speaking my mind when I was on the the school board. No one had ever insulted me before. He has never call me back; not even to say sorry. I am no longer holding my breadth.
