Open Air Permit for Civil Rights March Planned But Cancelled for Last Sunday After NYPD Shooting

NEW ROCHELLE, NY -- A City of New Rochelle permit for a Civil Rights March set for this past Sunday but cancelled after the shooting death of two New York City Police officers was taken out by Angelique Francis, according to records obtained by Talk of the Sound under a Freedom of Information request.

In a letter to City Manager, Francis states "our community of young people expressed an interest in a nonviolent march in solidarity with many civil rights groups on the national agenda to encourage change...the families and young people simply wish to speak out about the current events that are gripping our nation."

This was conceived by the college students who have attended various institutions around the country who wanted to do something in their own beloved community prior to year-end. I believe being heard is a great step toward healing and minimizing their frustrations. The goal is to engage in a peaceful protest.

The permit request was for a "Civil Rights March" to begin with a rally on the steps of City Hall, a march through downtown New Rochelle, and another rally on the steps at City Hall.

We would like to meet and assemble on this Sunday 12/21 at noon in front of the New Rochelle City Hall until approximately 3pm...intended path would be to walk from city hall, down North to Huguenot. Turn At and make Left on Lawton. Go one block to Main St. and turn left. Cross over North Ave, turn left toward New Roc to Huguenot and back down North to City Hall. We will conclude with the second half of the rally and finish by 3pm, prior to sunset.

The permit granted is for a rally on the steps of City Hall and notes that if groups leave the City Hall location they must stay on the sidewalks.
