NEW ROCHELLE, NY — Jimmy Bonanno, Anthony Raffa and Phil Rosetti were recently observed sitting, not working, while parked in E-72, Bonanno’s District assigned vehicle, behind the Ward Elementary School. Bonanno and Raffa were suspended for 30 days by the City School District of New Rochelle as a first step towards termination proceedings. No action was taken against Phil Rosetti which begs the question:

It was the same crew of Bonanno, Raffa and Rosetti who filed time sheets claiming they were working the morning of February 28, 2014 when they were observed sitting in the Dunkin’ Donuts on East Main Street and not working for hours.

Below are time sheets for February 28, 2014 for Phil Rosetti, signed by John Gallagher, the Aramark consultant removed over the summer based on reporting by Talk of the Sound.

The records clearly indicate that Rosetti falsified business records, a criminal act.

The District has records provided by Talk of the Sound showing frequent personal trips by Rosetti to PASCAP, a scrap metal company in the Bronx, when Rosetti claims to have been working for the District.

The District also has police records from May 1, 2013, including photos and videos, that show Phil Rosetti at 51 Cliff Street unloading Rosetti’s fully-loaded 1989 Ford Pickup into the School District garbage truck. The material included furniture, windows and decking materials.

The photos and videos were obtained as part of a month-long criminal investigation of Jimmy Bonanno and his Cliff Street based on a complaint filed with the Westchester District Attorney. As part of the investigation, New Rochelle police surveilled the New Rochelle School District garbage truck and its operators including the installation of a tracking device on the truck.

This is just a small sample of what is contained in the dossier compiled by Vigilant Resources International as part of their months-long investigation into corruption in the District.

Given this, many in New Rochelle are mystified as to why Rosetti was spared. Some have speculated that he is secretly cooperating with investigators.
